ProjectCompletedEvent
Runtime event queued once per run when a completeProject event has executed and any project outro has drained. Empty payload — the fact of completion is the entire signal. Subscribe to drain credits, transition to main menu, save final state, etc. See completion-semantics spec §“New runtime event”.
